The lottery directorate and online gambling
Uruguay bans online gambling that lacks state authorisation. Articles 244 and 245 of Law 19.535 and Decree 366/017 let the national lottery directorate (DNLQ) order domain blocks, which the telecoms regulator URSEC passes to internet providers to apply within 48 hours. The same decree bars payment issuers supervised by the central bank from processing bets on unauthorised sites.
The DNLQ has not named Polymarket in any known ruling. If it did, a block would come through that channel, and this page would show it.
Buying USDC with Uruguayan pesos
Ripio operates in Uruguay through the company Brifen S.A., and Law 20.345, enacted in September 2024, handed the Banco Central del Uruguay oversight of businesses providing virtual asset services. Binance P2P is a different story: on 25 October 2026 it had no USDC offers in Uruguayan pesos. USDT sellers were there, taking Itaú, Santander, BBVA, Scotiabank, OCA Blue, Prex, Red Pagos and Mercado Pago. If you buy USDT, convert it to USDC on the exchange before sending it.
